Wind measurement for Long Jump on Track

The IUF World Record Committee (of which I am a member) agrees that for most IUF Track disciplines, a wind speed measurement is required because IUF World Records are not valid with too much tailwind.
In the Track Committee of the rulebook, it looks like we agree on implementing this as a requirement at least for Unicons. This is worded in Proposal 28, which has not been voted on yet.
For Long Jump on Track, a wind speed measurement is also in order, in the view of the WR Committee. Since Long Jump on Track is outside the Track committee's mandate, I bring it up here.
I propose that the Jumps committee decides that wind speed measurement (and max wind speed allowed) is also required for Long Jump on Track. I think it would be OK if in the Jumps chapter of the rulebook we refer to the Wind speed section in Track. Long Jump on Track has been included there, in anticipation of such a decision here.
Do all of you agree to the concept?
Does anyone need the full text here, or can you read it in Proposal 28 and Discussion 5?

Alternatively, we could copy the whole shebang into Chapter 15, but that would not be my preference.

The proposal could look like this:
Old rule (did not exist).
New rule (to be added to 13D.6):
It is recommended to measure the wind speed for Long Jump on Track since tailwind can have a significant influence on the results. For Unicons such wind speed measurement is required. For World Records to be valid, there may not be a tailwind averaging more than 2 m/s. Details about wind measurement equipment, timing and allowable tailwind are specified in section 2D.11 in the Track chapter.
Please comment.

If there are no comments, I plan to make a proposal.

I've changed my mind slightly.
The wind velocity shall be measured for a period of 4 seconds from the time when the rider passes a mark that is 20 m before the jump marker. If the speed-up of the rider is shorter than 20 m, the time begins with the start of the speed-up. Details about wind measurement equipment are specified in section 2D.11 in the Track chapter.
Please comment if you think the text can be improved.

I have created the proposal as detailed above.
Seeing the lack of responses in this discussion, I hope that all voting members of this committee will read the proposal to possibly improve it, and that they cast their vote once the voting is open.

Thank you Klaas for putting this topic here.
Since I can now also write in this committee, I wanted to voice my support for the proposal. I hope those who have not yet commented on the topic also support the proposal or will speak up so that adjustments can be made if necessary.

I have submitted a proposal on 20 September 2023. It hasn't been approved yet and so I think it is not even visible for regular committee members. Only I myself and the committee director can see it, and only the latter can approve it.
I have sent an e-mail (and a reminder) to who I think is the committee director, but I got no response at all. If it stays like this, the proposal cannot be put to a vote and hence won't be incorporated in the Rulebook. That implies that once the wind measurement rule is in place in the World Record Guidelines but wind is not measured since the Rulebook doesn't require it, future world record claims on Long Jump on Track may not be verified.
