False start monitoring

False start monitoring for Road racing is regulated in 3B.5.3, but that doesn't describe anything about the method to detect false starts. That implies that judging false starts by eye is allowed. In Track racing, usually an electronic false start system is used with a light beam that the rider(s) may not break before the last beep. In Road racing, an electronic system is rarely used, and probably not usable anyway with the non-lane start method of most Road races. I don't have a problem with that. It's just that there is a difference with the usual setup in Track racing. Therefore, I wonder if it would be better to explicitly allow false start judgement by eye. It is probably a non-essential addition, but it might avoid confusion.

I don't think false starts are a problem in road races. I don't think electronic monitoring is necessary. False start judgement by eye seems to me to be sufficient.
