Adding another official - 2C.1.4 Timekeeper

When comparing the discussions of the World Record Committee and the Rulebook Committee, I noticed that in the World Record Committee we require the statements of three officials for the recognition of world records: The referee, the starter and the timekeeper - however, the timekeeper does not exist in the Rulebook yet, so I would like to add them. This position is, in fact, required in all racing competitions, since times must always be measured.

My suggestion would be the following:

2C.1.4 Timekeeper

1. The Timekeeper shall be responsible for the conformity to the rules and the functioning of the timing system.
2. Before the start of an event the Timekeeper shall initiate a zero control test to ensure that the equipment is started automatically by the starter's signal within the limit identified in rule 2D.9 (i.e. equal to or less than 0.001 second).
3. The Timekeeper supervises the system and makes sure that the camera is correctly aligned.
4. The Timekeeper (in conjunction with an adequate number of assistants) shall determine the the official times of the riders. They shall ensure that these results are correctly entered in or transferred to the competition results system.

Sounds like a good idea, not leaving a hole in situations where records are broken. Also would appear to create a more direct connection between people running the timing equipment to the Referee and the "official" infrastructure for Track events. Good idea!

I agree with this idea.

Some text suggestions:
1. "shall initiate" => "shall perform" or "shall execute". (He doesn't only start it but does the test to its conclusion)
2. "the the official times" => "the official times" (Removed "the")
3. "riders. They shall ensure" => "riders. The timekeeper shall ensure" or "riders, and ensures" (Timekeeper is responsible, but "they" can be read to refer to the Timekeeper and assistants)

I have added something to the official proposal regarding the wording so that the rule better covers cases where a fully automatic timing system is not used. If there are any objections to this, please get in touch so I can revise the proposal.

While making the official proposal I realised, that a few aspects are only relevant, if a fully automatic timing and photo finish system is used, so I added/changed the text in bold:

2. If a fully automatic timing and photo finish system is used, before the start of an event the Timekeeper shall perform a zero control test to ensure that the system is started automatically by the starter's signal within the limit identified in rule 2D.9 (i.e. equal to or less than 0.001 second).
3. The Timekeeper supervises the timing system and if a fully automatic timing and photo finish system is used, makes sure that the camera is correctly aligned.

Since there were no further comments or suggestions for improvement, I assume that all committee members agree with the proposal.
