Before we discuss participant limits, it would be really useful if anyone had the numbers for 2022 and how long the prelims took to judge.
I think this is mostly a capacity issue in terms of judging. It is the same judges that need to judge all participants within a category - so it would make sense to find out how long it took to judge and how long people would be willing to sit at a judging table.

I don't think we should set up a cap for the amount of competitors in Flatland (or in any of the urban disciplines - little intermezzo: I can see it making sense for Jumps, where the time required for competing is higher per competitor; but even in that case I think it should just be better planning and grouping for Prelims).
At Unicon 20 we had 60 riders actually entering the Flatland contest (after having ~80 or even more signups), and with proper grouping there were not any issues with having that many competitors. If we could confirm the presence of riders in a more effective way, then we could save even more time with Flatland Prelims.
At U20 we divided males into groups of 12 riders and set up a timeline according to that. There was not a single group where all 12 riders showed up and participated, so there was always extra time inbetween groups - BUT even this way we remained being on the original schedule.
And the Finals won't be shorter if we allow less riders to enter.
Or are there any other concerns that would require to set up a cap for the nr. of participants?

I completely agree with Mark here.
I don't see a problem with the current amount of participants. The thing that could really have lowered the time needed (for prelims) would be making sure the starting lists are correct during registration and there are not a huge amount of riders just not showing up. But that is an overarching topic that we should not discuss in this sub committee.
Connie, why are you proposing a limit in the first place? What indication do you see that it is needed?

I agree the bigger problem is people signing up and then not showing up. From organizer perspective, it is incredibly frustrating.

My opinion would be not to introduce a cap at this point in time and to review it if it becomes necessary in the future.

I don't understand why there needs to be placement? This seems to be kind of arbitrary.
Bracket system allows you to find the winner, and by default the 2nd person, and then 3,4 when there is a small final. Then the rest are quarter finalists, eighth finalists, etc.
